President Lincoln calls for 75,000 militia. Governor Yates calls for meeting of the General Assembly
1 - Order from General Headquarters, Illinois State Militia for readiness of troops.
2 - Call for Six Regiments of Volunteer Militia
General R. K. Swift was ordered by Governor Yates to take a military force to secure Cairo. Cairo was perceived as a strategic point, as it is at the junction of the Ohio and Mississippi Rivers.
In April 1861, the Secretary of War issued an order for 10,000 muskets from the St. Louis Arsenal to arm Illinois troops. At that time the arsenal was in the in control of non-Union forces.
